Special Regimes — Panama Is Not Generally “Duty-Free”

Panama is not generally duty-free throughout its entire territory. Trade and tax benefits apply under special regimes, depending on the project's activities:

  • Colon Free Zone (ZLC) — a historic foreign-trade regime with exemptions applicable to re-export operations, subject to current regulations.
  • Law 32 of 2011 (Free Trade Zones) — allows private free trade zones in different regions of the country, with tax and customs benefits for companies that meet the applicable requirements.
  • Special Economic Zones (SEZs) — include benefits for certain activities, subject to the legislation applicable to each regime.
  • Agribusiness sector — customs exemptions may apply to imports of agricultural machinery, along with tax benefits for sector modernization projects, subject to requirements.

Key message: Panama offers customs and tax exemption regimes applicable to agricultural, agribusiness, and free-zone projects — not a general exemption throughout the entire country.
